This makes a lot of sense
While I'm usually the first to run away from any Boogeyman/Area 51/Orbital Mind Control Laser - type story, this article at Aviation Week And Space Technology piqued my interest, as AWST isn't exactly the Weekly World News of the aerospace industry...The pieces for an suborbital/ low orbit space plane are certainly in place, with the XB-70, Dyna-Soar and the X-15. And testing wouldn't be as much as a problem as it was in the 60's, as 2 hours of computer simulation today can yield results that would have needed months of flight-testing in the 60's.
